This patch is against the current cvs tree. It includes the fix for my
previous KEY msg command (i sent this patch before but it was never
applied so i included it with this one). It also patches the UPDATES1.3
file with the info for thses two patches.

The main patch in this is for the ability to '/msg bot invite <pass> *'
In which the bot goes thru it's channel list and if a channel is +i AND
that person is either |+o for that channel or global +o it will invite
them. I got tired of having to /msg invite <pass> <channel> for every +i
channel the bot was in, this made it easy.
