Okay my first diff may not patch correctly to all machines, the second one
should work good.

This fixes a problem that a master (+m) can .deluser an owner, it gives
the standard error message that you can't.  But then does it anyhow.

This fixes the problem by just forcing the function to return at every
check if it fails.

It worked when I tested the patch on 1.3.11 then I went and redid the work
on a clean 1.3.15 source tree.  It should work, but I provide no warranty.
