When a user does ".chanset #chan" with no other args, it does nothing
since i somethimes do this instead of doing .chaninfo, this patch simply
makes it show the channel info if ".chanset #chan" is done

(the other way of fixing this is to show "Usage: chanset [#channel] <settings>"
  wich i dunt like)
