This fixes a few places where users can get 'trapped' with there console in a
invalid place.

1. if a users glob +o and gets -o'ed and his console is *, but
he has +o on another chan he gets 'trapped' with a console of * and cant change it, also dosent have access to any of his commands.
2. if a user's console is on a channel that get removed he is changed to *, and if that user doesnt have glob +o he is trapped there

This patch checks them and changes the persons console to a channel they have
access to.

PS: i havent had time to seeing if something is changed while a user is off line
then i dont know if they are updated correctly or not, probley not and should be
updated so users cant get 'trapped anymore, its anoying
