This patch makes it so the *everyone* can use .console.  If a user does not
have glob +o or chan +o for the channel his console is set to, the user is
*NOT* allowed to change his console flags for that channel.  He can change
to another chan that he has +o for and change the flags he want to.

The purpose for this patch is so that users can always change there console to
a channel they have access to if somehow they get on a channel (or *) that they
dont have access to do anything on, preventing them from normaly changeing it, 
or doing commands.
