This patch can be applied on the cvs eggrop version (09/30/98). It modifies the
/src/mod/irc.mod/mode.c file, so as to not kick friends for bogus ban or desynch problems
(moreover if the channel is +dontkickops, then it doesn't kick +o flag users aswell).
