- .simul cannot be used to simul other permanent owners now
- added a new config option, must-be-owner, if set, only permanent
  owners will be able to use .tcl/.set
- added a 'set must-be-owner 0' option to eggdrop.conf.dist

* note: you must be using gup3 or gupall to use this patch, since it uses
        a new function called isowner from that patch ... :P~
