This patch supercedes the dagmar-voicefix patch, in an effort to simply let
people add just one patch for both problems, without having a giant version
line.  :)

Specifically, it addresses the endless -v problem when a bot improperly
attempts to protect the +v status of a user (dagmar-voicefix), and fixes
the other annoying problem with a bot flooding the channel with +v changes
when it first gets opped since the @ hides +v and the bot can't see it.
