This script contains two short procs which each make one tcl procedure available to users
with masters (+m) status. The first implements the tcl command hand2nick, allowing a master
to find what nick a useris currently using on a channel.  The second implements nick2hand,
allowing a master to identify the handle under which a nick on the channel is registered
on the bot. If the bot can't find an eact match, it also uses finduser to attempt to find an
approximate match.
