     This happy little tcl, once loaded, affects ALL the channels your bot
is in.  It will turn on a new !topic pub command, so that +v users as well as
channel operators may change the topic.  The bot will also now defend any new
topic for at least 60 seconds, for the purpose of cutting down on users
fighting over who gets to set the topic.
